Lauren Koster

Lauren represents several tax-exempt entities, such as public charities and private foundations, on a wide range of matters. Lauren's broad experience also includes systemic advocacy on behalf of two Connecticut charter schools in an administrative and state court matter regarding special education reimbursement.
Throughout her legal career, Lauren has merged various interests, ranging from litigation to transactional law, in service of the public good. She clerked in the United District Court for the District of New Hampshire and the Massachusetts Supreme Judicial Court. Lauren also received a coveted Skadden Fellowship, representing children in juvenile rights matters, including in school-based education issues and abuse and neglect and other civil petitions in the Massachusetts Juvenile Courts.
Prior to law school, Lauren was a public school teacher and education policy advocate in Connecticut. She has worked with several nonprofit entities throughout her entire career.

Charter Schools
Lauren has been working tirelessly since 2023 to secure statutorily-mandated reimbursement of the costs of special education and related services incurred by her Connecticut charter school clients when educating students from resident school districts.
Prevailed in petition for declaratory ruling to clarify meaning of "reasonable costs" that qualify for reimbursement under Conn. Gen. Statutes, section 10-66ee(d)(7)
Defending ruling in an administrative appeal filed by two opposing school districts
Defeated motion to stay declaratory ruling filed by opposing counsel in administrative appeal
She continues to advocate on behalf of her clients in the ongoing appeal in Connecticut Superior Court and conduct trainings on reimbursement invoicing models and best practices throughout the sector to support schools throughout the state.
Nonprofits and Tax
Successfully received two years of penalty abatement from IRS on behalf of a mission-driven LLC in Connecticut
Trained staff of a private foundation on permissible activities related to public policy advocacy and impermissibility of political advocacy and lobbying
Provided nonprofit client with intricate enterprise memorandum of understanding and related data sharing agreements to facilitate a municipal pilot program involving several public entities with the goal of supporting at-risk youth
Designed and reviewed grant agreements on behalf of nonprofit client supporting habitat sustainability throughout the country
Brought nonprofit into compliance by drafting required policies and supporting implementation by board of directors

Secured Individualized Education Program (IEP) for a Massachusetts family's student, who thrived academically and behaviorally with proper support
